This proposal nominates a group of experts in air quality to participate in the SERVIR Applied Sciences Team. The Battelle group, led by Dr. Amy Huff as the proposed PI, includes scientists with expertise in air quality meteorology, monitoring, forecasting, and data analysis, as well as extensive experience in applications of satellite remote sensing products to air quality issues in developing countries. These experts will support the SERVIR program in creating science applications for international development through the use of Earth observations. The Battelle group¿s contributions to the SERVIR Applied Sciences team will focus on the Health and Air Quality priority application theme. In addition to providing air quality expertise to the SERVIR Applied Sciences Team and ad hoc subteams, the Battelle group proposes a core project involving a series of specific tasks related to air quality monitoring, analysis, forecasting, and visualization in the SERVIR Mesoamerica and Himalaya regions. These tasks will involve applications research, product development and testing, and capacity building activities to enhance SERVIR efforts in the Mesoamerica and Himalaya hubs. The Battelle group is uniquely qualified to participate in the SERVIR Applied Sciences Team based on members¿ scientific expertise and their work in the Mesoamerica and the Himalaya regions through past and current projects. In both regions, the Battelle group will work with end users to determine the most appropriate steps for generating and broadening the base of applications of Earth observations for air quality decision support. The cornerstone of the Battelle group¿s core project is a sustainability plan to ensure the continued deployment and use of the satellite-based air quality products developed as part of the SERVIR program after the conclusion of the project. In Mesoamerica, proposed core project tasks will focus primarily on urban air pollution, while in the Himalaya region, the focus will be on trans-boundary air pollution. For both regions, development of daily near real-time satellite products is proposed for monitoring and tracking air pollution, including a new, high-resolution NASA MODIS aerosol optical depth (AOD) 3 km product. The Battelle group will work with regional end users and SERVIR program staff to develop visualization options for the near real-time products, such as graphic imagery, Google Earth formats, and website tools. The Battelle group will also support expansion of the SERVIR-Mesoamerica air quality model and engage in outreach and capacity building activities to promote the use of satellite products for air quality applications. Other proposed tasks for the Himalaya region include conducting a scoping survey and inventory of regional air quality data and capabilities, analyzing the statistical relationship between PM2.5/PM10 monitor measurements and MODIS AOD, and developing a methodology to quantitatively track the sources and evolution of trans-boundary air pollution. Members of the Battelle group have worked extensively with the SERVIR program on air quality issues in Mesoamerica and the Himalayas in the past, and they also are part of a continuing U.S. EPA- and USAID-funded effort to develop an air quality monitoring, management, and forecasting program in Central America and the Caribbean. In addition to satellite air quality expertise, the Battelle group offers unmatched experience with global user outreach and needs assessments through a wide range of activities, such as a current global evaluation of Earth observation needs for the Group on Earth Observations (GEO) and development of climate change training workshops for the USAID Regional Development Mission for Asia. Consequently, the Battelle group has a unique background and perspective for developing sustainable air quality applications in the SERVIR Mesoamerica and Himalayaregions.
